New Requirement to Obtain a Driver’s License in Veracruz: What is it and How to Apply?

Starting this December, a new official requirement applies to those seeking to obtain a driver’s license: applicants must present a certificate confirming they are not registered in the National Registry of Child Support Obligations.

The Secretariat of Public Security (SSP) explained that the certificate must verify that the individual is not registered as a child support debtor. The document can be downloaded from the official website of the National System for Integral Family Development (DIF).

This requirement is in addition to the usual documents required for the process and will be essential to obtain a license in any category. The implementation of the National Registry of Child Support Debtors, which will serve as a filter for public procedures, has progressed nationwide.

It is important to note that in Veracruz, individuals registered as child support debtors cannot marry in a civil ceremony, obtain a driver’s license, participate in adoptions, or run for judicial, public, or elected office.

It was announced that, starting Friday, November 14, 2025, some changes to the requirements for marriage in the state of Veracruz went into effect.

Mariana de los Ángeles Sánchez Cano, an official with the Veracruz Civil Registry, reported that one of the new requirements for marriage is a certificate of non-registration with the RNOA, the National Registry of Child Support Obligations.

While one requirement was added, another was eliminated. This new requirement was the premarital medical exams. She noted that December is one of the most popular months for marriage.
